Vulnerability and Consequences Adaptation Planning Scenarios (VCAPS) is a facilitated, scenario-building process that enables users to construct and display causal pathways that link climate stressors, vulnerabilities, and consequences with appropriate local adaptation options. Created by a computer-based diagramming tool, this process helps local officials, staff, planners, and residents clarify their understandings about adaptation challenges their communities will face in the future.

It provides a flexible structure that enables disaster recovery managers to operate in a unified and collaborative manner. It also focuses on how best to restore, redevelop and revitalize the health, social, economic, natural and environmental fabric of the community and build a more resilient Nation.
